Side by side line graphs showing changes in Texas and Massachusetts parole grant rates over time. In Texas, the grant rate doubled from 17 percent in 1997 to 36 percent in 2014. In Massachusetts, the grant rate fell from 41 percent in 2006 to 34 percent in 2013, while the portion of release hearings that were waived or postponed rose from 41 percent to 47 percent.
